Position Specifics: Candidate must be familiar with maintenance procedures, products and processes for all HM&E systems and equipment found on U.S. Navy surface ships.

This position supports Naval Surface Warfare Center Philadelphia Division (NSWCPD), Philadelphia, PA. The selected candidate will be responsible for maintaining, revising and developing Hull Mechanical and Electrical (HM&E) equipment and systems maintenance procedures and associated documentation as it relates to the Navy’s Planned Maintenance System (PMS). Responsible for coordinating and responding to technical feedback reports, executing special projects.

Controls the efficient flow of goods, services, and information between point of origin through customer placement in order to meet customer requirements. Ensures that customer service and time objectives are achieved within existing financial constraints in order to meet marketing and financial objectives. Ensures the execution and continuous improvement of standard logistics processes, such as the replenishment system, data interchange systems, demand management, electronic data systems administration and related functions. Builds relationships with strategic customers through logistics initiatives. Integrates learning from customers, competitors, operating entities, distribution, transportation, customer service, other industries, industry groups, and professional training to continuously improve competitive position.

May require working in an office, industrial, shipboard, or laboratory environment. May require visit ship or shore sites, requiring movement throughout equipment compartments and up and down ladders. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.

Basic Qualifications:

10 Years relevant experience with Bachelors; 8 Years relevant experience with Masters; An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job. This experience is additional to subsequent relevant years of experience listed with the job's education requirements. Example: If this job required a Bachelor's degree + 5 years relevant experience the equivalency would equal HS diploma + 9 years job related experience.

Preferred Qualifications:

DDG 51 Class knowledge and experience is preferred.

  1. Working knowledge of logistics management concepts, principles and practices that enable him/her to serve as the technical expert with regard to maintenance of HM&E equipment and systems on US Navy ships

  2. Working knowledge of Planned Maintenance System – Reliability Centered Maintenance Process

  3. Reliability Centered Maintenance (RCM) Level 1 Level certification (may be attained after selection) (prior certification a plus)

  4. Working knowledge of surface Navy (DDG 51) HM&E equipment and systems. (prior Navy enlisted E5-E7 in engineering rating highly preferred)

  5. Knowledge of Navy organizational structure and interrelationship sufficient to manage and coordinate HM&E ship maintenance program and its impact on other logistics product lines

  6. Skills to organize work involving diverse Department of Navy activities and contractors and the ability to coordinate and gain the cooperation of others.

  7. Effective skills in oral and written presentations at various levels. (Must be a clear communicator)

  8. Ability to effectively communicate with all levels of engineering staff and management. (Must be a clear communicator)

  9. Effective computer skills including solid working knowledge of common software applications (MS Office, Adobe Pro) (Remedy, PMSMIS, NPE or CDMD-OA experience a big plus)
