External Job Description:
Supply Chain Procurement (SCP) purchases material and services for construction and overhaul of aircraft carriers and submarines. With an average expenditures of $1 billion per year, SCP plays an instrumental job in the timely, quality, and cost-effective delivery of our ships to the Navy. SCP manages over 4,000 suppliers across the US, Canada, and Europe. SCP analysts manage their supply chain and suppliers in support of their requirements.
Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages.

Master’s Degree and 8 years of experience. 4 years of related exempt experience can be substituted for Bachelor’s degree. 8 years of non-related exempt experience can be substituted for Bachelor’s degree. An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor’s degree.

This is a senior-level buying position that requires an individual capable of working independently, self-manage, and mentor other procurement analysts with less experience.
Desired candidate will have negotiation experience for both competitive and single/sole source procurements; knowledgeable of FAR/DFAR flow downs; and working knowledge of handling Terms & Conditions resolution.
Position will require excellent communication skills while maintaining feedback loop with construction/production area foreman and program and planning leads. Candidate should possess the desire to work in a high paced, fast turnaround environment in support of manufacturing and production area needs.
